This position is located in the Department of Veteran Affairs (VA) Nursing Service Administration, Amarillo, Texas. The employee performs duties in support of the Associate Director Patient Care Service/Nurse Executive, Inpatient Service Chief, Outpatient Service Chief, Community Living Service Chief, Nurse Managers, Nursing Officers of the Day and Supervisor Administrative Officer. Responsibilities require understanding of the entire operation of Nursing Service including detailed knowledge of the department programs, regulations, staff schedules and service requirements. The incumbent utilizes a high level of confidentiality for all material and information regarding Nursing Service. Incumbent will assist professional staff in expediting reports from various sources, compiling and interpreting statistical data or maintaining databases used to drive key staffing, workload planning and other executive decisions.

The incumbent is required to perform difficult duties using knowledge of complex subject matters, knowledge of policies and procedures and a thorough knowledge of office procedures. This position requires knowledge of matters concerning Nursing Services, including administrative, clinical and managerial. Incumbent is considered the subject matter expert for time and attendance keeping in Nursing Services, assists with troubleshooting any timekeeping issues and controls, and directs the activities of others in the unit who work with complex schedules. The incumbent performs the following types of duties: Develops new policy statements and reviews for compliance and accuracy. Receives and reviews regulations, directives and memoranda on administrative functions. Interprets such material and determines the extent, which the organization is affected, and advises operating officials. Independently prepares correspondence covering subject of an administrative nature, both internal and external. Maintains control of action correspondence; performs follow-up action to ensure timely reply/action. Receives and logs outgoing correspondence, reviewing it for correct format, punctuation, spelling, grammatical accuracy, factual correctness, enclosures, dates, signatures, complete addresses, etc. Independently develops standard for letter and replies to inquiries, develops background information for correspondence/reports; receives phone calls and determines appropriate distributions of the call.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. You may qualify based on your experience as described below: * Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing administrative support functions; keeping and maintaining time records for employees; analyzing problems and determining the evaluation process required to resolve situations; review and interpret regulations and directives; assemble information to be used for reports or responses to inquiries; assisting with planning, analyzing data, and generating reports; composing correspondence. There is no educational substitution at this grade level.
